Our Mapping and Addressing employees are traveling around the County locating private drives which need to be named.
The Jeep pictured to the left is the vehicle they most likely will be traveling in. The Dodge Durango to the right may also be used for Mapping and Addressing, however, it is generally used by the Director.

 

WHEREAS, pursuant to WV Code Articles 7-1-3 and 7-1-3cc, and consistent with WV Code Article 24E-1-1 et seq., the Ritchie County Commission has the authority to provide for the elimination of hazards to public health and safety; to establish and regulate naming or renaming of roads, ways, streets, avenues, drives and the like, in cooperation with local postal authorities, the division of highways and the directors of the Ritchie County emergency communications cent; and to assure uniform, non-duplicative conversion of all rural routes to city-type addressing on a permanent basis.

 

11/11/09 - Ritchie County

The Ritchie County Commission has officially acted on these road names presented for consideration by the Ritchie County Addressing Coordinator November 11th, 2009. Under the authority of West Virginia Code Articles 7-1-3 and 7-1-3cc and consistent with West Virginia Code Article 24E-1-1 et seq., the Ritchie County Commission has officially amended the following road names to assure uniform, non duplicative conversion of all roads to city style addressing.

CCI has hired 2 part-time employees as Addressing Assistants, who have already finished entering the Leave Behind Cards and have started entering the Structure Identification forms, both of which were generated by Microdata before they were released as a contractor for the WVSAMB.
The WVSAMB GIS database has been released to some counties as virtually complete, however access for our counties is still limited.

 

 

5/5/07 - Ritchie County

The Michael J. Baker Company has still been progressing the conversion of the WVSAMB GIS database. CCI has been informed that we should be able to continue with addressing within 2 weeks. CCI has been in the process of hiring 2 new part-time employees who will be doing data entry into the system - the hiring process should be finished next week.

 

 

3/16/07 - Ritchie County

The WVSAMB and the Rahall Technical Institute along with the Michael J. Baker Company have been progressing steadily with the conversion of the WVSAMB state wide GIS database from a purely maintenance - only system to a complete suite of GIS database correction and update tools. The Counties have given access to the system for training purposes, but not not yet been given a date when it will be completely released for use.
CCI is still in the process of naming private roads within Ritchie County that need naming. All County and State roads have been named, and WV DOH has been in the process of changing some road signs.

 

 

 

11/16/06 - Ritchie County

The WVSAMB has reached agreement with Michael Baker, Jr. Inc. to help all counties complete the mapping and addressing projects. MicroData has released all information for the project to Michael Baker, Inc. and Baker has proceeded to interact with the Rahall Transportation Institute to re-engineer the maintenance software for the remaining work. Baker employees were to start contacting individual counties to provide the information and training to use the system on 11/15/06.
CCI is still in the process of naming private roads within Ritchie County that need naming. All County and State roads have been named, and WV DOH has been in the process of changing some road signs.

 

6/1/06 - Ritchie County

The West Virginia Statewide Mapping and Addressing Board has released MicroData GIS as the Mapping contractor for the state wide mapping and addressing project, citing poor data and project delays.
The Board will announce at the July meeting the direction that the project will take.

 

The Addressing Coordinator has provided no updates for May, 2006.

 

4/15/05 - Ritchie County

MicroData has delivered TEAM 2 (Town Emergency Addressing Management) to CCI. THis program will be used to further confirm road names, as well as residents site locations, address's and phone numbers. Each phone number must be matched to a physical location.
CCI has one month to confirm all the items within TEAM 2, after which the data is handed back to MicroData for further processing. After MicroData finishes their work, the data will be sent to the United States Postal Service for their data matching. This should happen around November 2006.

Both Doddridge and Ritchie Counties are responding to legislation enacted by the State Legislature to establish city-style addresses throughout all of West Virginia for Enhanced 9-1-1 service. The service is titled Enhanced 9-1-1 because it will display the physical address of the caller on a computer screen at the call answering center. If the caller is hysterical, becomes unconscious, or is forced to hang up, the answering center will know exactly where to send help. Those callers who are unfamiliar with their location, such as out of state visitors, will also benefit.

To provide the exact location of a caller, each telephone number must be linked to a city-style address. A city style address is unique and clearly identifies where the property is located, such as 345 Pearl Street or 1002 Brushy Road. A rural route mailing address, such as RR1 Box 200, is not considered a city style address.

Creating city style addresses requires naming all roads with a unique name and assigning numbers consistently to all properties. Once the road names and property numbers are assigned and adopted by the community and county, the new city style addresses will be used primarily for 9-1-1 services. The US Postal Service, utilities, delivery services, and others will also use these addresses.

Recently, both counties assigned Terrance Snodgrass as the Addressing Coordinator to work with the state to create city style addresses recommended for 9-1-1 service. The Coordinator will be holding public meetings and contacting residents to seek input during the addressing process. Citizen suggestions will specifically be sought in the renaming of roads, to eliminate duplicate or similar-sounding road names, and to name all public roads that are currently unnamed.

Currently, as a first step in the addressing project, the Addressing Coordinator is seeking citizen input in naming those roads in both counties that are not named. The list below is provided to identify those roads needing named, and input is desired, from anyone having a suggestion. Roads must have a beginning and ending point and cannot follow another road with a different name. Therefore many county and state routes must be blocked as they meet or intersect with another previously named street or road.
